A FISP sub-cycle is the two-year window during which a specific NYC building must file its Local Law 11 facade report with the Department of Buildings. The Facade Inspection Safety Program runs on five-year cycles, but the DOB divides each cycle into three sub-cycles, A, B, and C, and assigns every building to one based on the last digit of its tax block number. That assignment is fixed: a building keeps the same sub-cycle from one cycle to the next, so once you know it, you know your filing rhythm for good.
For the current period, Cycle 10, the windows are 10A from February 21, 2025 to February 21, 2027 (block numbers ending in 4, 5, 6, or 9); 10B from February 21, 2026 to February 21, 2028 (ending in 0, 7, or 8); and 10C from February 21, 2027 to February 21, 2029 (ending in 1, 2, or 3). To find yours, look up the building’s Borough-Block-Lot in the city’s ACRIS or DOB BIS records, take the last digit of the block number, and match it to the windows above; the DOB also publishes a Cycle 10 sub-cycle diagram.
The window is the only period in which you can file without penalty. File after it closes and the building faces a late-filing civil penalty of $1,000 per month, or $5,000 per year if no acceptable report is filed at all, under 1 RCNY §103-04. Because qualified inspectors book up as deadlines approach, the practical date to engage a QEWI is months before the window ends.
