An expediter, also spelled expeditor, is a NYC professional who manages the filing, tracking, and approval of building permits, plans, and applications with the NYC Department of Buildings (DOB) and related agencies such as the Fire Department (FDNY), Department of Housing Preservation and Development (HPD), and Landmarks Preservation Commission (LPC). The DOB licenses expediters as either Class 1 or Class 2 filing representatives, with Class 2 requiring additional examination and experience to handle complex filings.
Expediters submit applications through DOB NOW, respond to plan examiner objections, schedule inspections, coordinate with architects and engineers, pull permits, file required technical reports (TR1, TR8), and close out jobs with sign-offs and Letters of Completion. The DOB processes more than 175,000 permit applications a year, and experienced expediters can shave weeks or months off approval timelines by anticipating objections and managing follow-ups. They are essential for buildings handling open DOB violations, ECB summonses, Local Law 11 facade work, Local Law 97 emissions filings, and major alteration projects.
